Windows 7 "System cannot find the path specified"?

So long story short, i wanted to download a new cursor for my computer, so i found a cursor i wanted and downloaded it. After i downloaded it i tried to extract it to the "C:/Windows/Cursors" file. But then all of a sudden a pop up came up and it said "System cannot find the path specified". Can anyone help me?
