Cmd command start file.jpg , is there a switch that tells it to open with a specific progra?

I'm trying to start a php file by command line using the start syntax, sometimes it tries to open with dreamweaver instead of actually loading the page in a web browser. I know I can right click and change the open with but is there a way to tell it manually through command line so it specifies what program is opens with as it opens?
